There are two main ad formats for a PlayAd - Video (FLV) or Rich Media (SWF). The optimum duration for both formats is 15 seconds (although it is possible to run longer or shorter). There is no requirement to embed URL links in the ads -- it is better to specify links in the Playads system (rather than hardcode) so links can be adjusted on the fly, allowing for added flexibility and better analytics.
